Every year KPTCL collects 2 months electricity charges as ASD. But it is not mentioned in the bill that this money should be paid in such a mode. So many customers are paying ASD charges through phone pay. But as it is going to the monthly normal electricity bill payment section instead of ASD, the customer is being asked to pay ASD in the bill again and again.
BENGALURU: The Electricity Transmission Corporation (KPTCL) is collecting the Additional Security Deposit (ASD) paid by consumers through UPI (Phone Pay) towards electricity charges. Due to this, customers are in trouble.
Calculate the average amount of electricity used in a year by the customers who have electricity connection, out of which 2 months bill amount is collected by the electricity supply companies in the form of security deposit. Under Griha Jyoti Yojana with the average annual electricity consumption per cent. Exemption from payment of electricity charges for consumption up to 10% more units. Even those who use this additional free electricity will now have to pay ASD.
Even if ASD is paid, it goes towards the electricity bill!
ASD is charged per electricity meter. The ASD charges are mentioned in the monthly electricity bill issued to the customer. But it is not mentioned in the bill that the money should be paid in the same mode. So many customers are paying ASD charges through phone pay. But it is going to revenue head (monthly general electricity bill payment section) instead of ASD. As a result, ASD charges are again mentioned in the bill and the payment is suggested.
Power supply companies used to collect three months’ bill amount as a security deposit a decade ago. However, this amount was reduced to 2 months because it would be a burden on the poor. Also, the additional security deposit now available is not limited to household customers. Commercial and industrial power users also have to pay. ASD is the customer’s security deposit which is credited to the house owner’s account. Interest is also paid on this deposit amount annually as per RBI norms.
What are the customers like?

The ASD fee paid through Phone Pay is also being credited to the electricity bill. The electricity supply companies are not reimbursing this amount. D.S.Sreekanth, Hebbala said that instead they are depositing for every month’s bill.
The High Court had earlier slapped KPTCL
The High Court had earlier slapped KPTCL for neglecting the plan to accept payments through the UPI system even though all types of business in the country are done online. Even after this UPI system is not provided for ASD fee payment.
ASD fee payment is not allowed through phone pay. Mahantesh Baragi, Managing Director, BESCOM said that they are looking into fixing the issue.
